Harrison County Supervisors Meeting April 18, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Deputy Auditor Megan Reffett, Paul J. Rhoten, Rebecca Wilkerson, Treasurer Shelia Phillips, Conservation Director Scott Nelson, Recorder Felicia Geith, Dan Cohrs, Byron Vennink, Laura Hansen, Mitch Flaherty, Connie Betts, Thomas Salter Jr., Tom Salter III, Kris Pauley, Erika Huff, Kimberly Nunez, Thad Pothast, Mike Weis, Jonah Quick, Bonnie Castillo Bid Opening One bid was presented to the board for the sale of the land in St. John Township. The bid was from Tom Salter III in the amount of $55,000. The bid was approved on a motion by Straight, second by Rife with the addition of including an easement for the property. Motion carried. Tax Abatement Treasurer Shelia Phillips presented two parcels that had been obtained by the City of Mondamin. They are requesting to have the taxes abated in the amount of $70. The abatement was approved on a motion by Rife, second by Straight. Motion carried. Little Sioux Tax Sale Treasurer Shelia Phillips presented parcels in Little Sioux that are on tax sale that the city is interested in taking deed to. The current tax sales include special assessments, real estate tax, and interest. The board would like to see an agreement with the city for them to remove the special assessments and pay the real estate tax portion. The county would waive the interest. Treasurer Phillips is going to work with the city to write up an agreement and present it to the board. Conservation Loan Agreement An amended loan agreement for the construction of the new building that was discussed last week was presented to the board. The amendment included extending the deadline for repayment to June 30, 2031 and a statement that all unused funds would be returned to the County upon completion of the project. The amended loan agreement was approved on a motion by Rife, second by Straight. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $6,582.90 was approved on a motion by Straight, second by Rife. Motion carried. Engineer County Engineer Steve Struble gave an update of projects and activities to the Board. FM Asphalt Resurfacing on L34/Overton Avenue South of Logan – Harris Grove to Pott County 7.7 miles – Contract was awarded to Western Engineering out of Harlan at $1,024,849.20 The road crew has been attending training for grading and concrete over the past week and will continue to attend training this week. Struble gave the board an updated employment contract for the next 3 years but stated his current plans are to retire in a year. A discussion on possibly sharing an engineer with a neighboring county was held and Supervisor Straight and Smith were not in favor of this option. Zoning Public Hearings Chairman Smith opened the Zoning public hearings as advertised. Zoning Administrator Matt Pitt reviewed the request to rezone for Benny Kline from A-1 to R-1 on property described as approximately 5 acres in part of the NW NW of Section 29-81-41. Zoning Administrator Matt Pitt reviewed the request to rezone for Lynn Stamp from A-1 to R-1 on property described as approximately 7 acres in part of the SW SW of Section 15-78-41. Zoning Administrator Matt Pitt reviewed the request to approve a minor sub for Jim Rains located in part of the NW SW of Section 35-81-44 After comments were heard, Straight made the motion to close all of the zoning public hearings, second by Rife. Motion carried. Rife made the motion to approve the zoning request from Benny Kline as presented, second by Straight. Motion carried. Straight made the motion to approve the zoning request from Lynn Stamp as presented, second by Rife. Motion carried. Rife made the motion to approve the Minor Sub for Jim Rains as presented, second by Straight. Motion carried. Zoning Commission Appointment Sarah Epperson was recommended to board to be appointed to the Zoning Commission. The appointment was approved on a motion by Rife, second by Straight. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Rebecca Wilkerson had comments about roads projects and the CHI ambulance. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
